I have one I'm selling, it's red and new and beautiful. For cheap (I can't really sell things on here, against the rules, so you'd have to message me).
I have also heard mixed things about Utsavsarees.com, but I haven't tried it myself. Bargello.com is reliable, but expensive.
What I did was go to a big city that had shops that sold lehengas, and that worked well for me, personally. My wedding was small and nontraditional, so I didn't buy the traditional wedding dress (the one i mentioned above is more for a traditional wedding, but was way too much for me, I wanted something simpler).

I've read some complaints about Ustav online.
When I was searching for my dress, I found Bharat Plaza to have the best prices and designs. Dresses were about $200 cheaper than other sites here.

Oh! Also, check ebay. There are some who are selling very pretty lenghas for under $100.
